As someone who worked on municipal drainage modeling, I’ll say this: we design for historical rainfall data, not sci-fi scenarios. The Big Pipe was built to 2010 standards. Today’s ‘moderate’ rain is what we called ‘severe’ in 1990. We’re not failing — the climate is moving the goalposts.
